Tynwald has approved amendments to both the First Home Fixed and First Home Choice shared‑equity schemes.
The changes reset income thresholds and purchase‑price caps using updated earnings and construction‑cost data.
A stepped interest structure was also approved for new loans. Both schemes now exclude applicants whose immigration status carries a “no recourse to public funds” condition.
A key point of debate was the proposal to reduce the residency requirement for the First Home Choice scheme from five years to three.
Keep Three Year Rule?
Julie Edge MHK tabled an amendment to keep the five‑year rule, arguing it would protect opportunities for long‑term residents. Jason Moorhouse MHK seconded the amendment.
The amendment failed meaning the three‑year residency rule stands.
Infrastructure Minister Tim Crookall MHK defended the change, saying it reflected industry feedback. He told members:
“There aren’t enough properties for everyone, but this makes it right for those who need and want to put roots down here.”
He added: “People who want to come here and settle here want to put roots down and want to buy property, and having to wait five years sometimes is too much. We do lose people, we know that.”
During the debate, Kirstie Morphet MLC said the island’s core problem was housing supply: “The real challenge is housing supply, the answer, and the only answer, is to build more homes.”
Concerns were also raised about whether the updated purchase‑price caps were realistic in the current market. Crookall said the department had used the most up‑to‑date figures available and would review them if needed.
Both amendment schemes were approved.
