Seven of 23 Tynwald Day petitions have been found to be out of order by the standing orders committee.
All of those found to be out of order were submitted by Peel resident Trevor Cowin.
Topics for this year’s petitions ranged from Steam Packet pricing to the Abortion Act and wind farms to film funding.
The standing committee rejected Mr Cowins’ petitions as some of them related to issues that are capable of adjudication by a court, one which should be addressed to the Tynwald Commissioner for Administration instead of Tynwald and three were rejected because it is impossible for one Committee of Tynwald to investigate another.
Found in Order
The following petitions were found in order ask for a committee of three members be appointed to consider and report back to Tynwald on:
- Julia Bell and 14 others – Incidence of dyslexia, dyscalculia, dysgraphia and dyspraxia in the Isle of Man and the provision for assisting said population groups in education and make recommendations.
- Millie Blenkinsop-French – Consider concessions for residents travelling on the Steam Packet ferries and special cheap deals which would benefit both residents and tourists when the Ferries are not filled to capacity
- Trevor Cowin -DEFA’s decision that planning approval wasn’t necessary for the demolition of Glenfaba House
- Trevor Cowin – Undemocratic Public Speaking Scheme, on appropriate remedies and on connected matters
- George Hargreaves – Potential benefits of a feature film print and advertising (P&A) fund loan guarantee scheme.
- Philip and Kirrie Jenkins – Weaknesses in the planning, building control and public health practices and laws relating to wind power generation and connected matters.
- Alison and Richard Jones – Protecting currently unregistered land and property owners, amongst other considerations
- Simon Mann – Identify the common causes of overspend in major government capital projects and consider a legislative framework to ensure future mandatory scrutiny for potential fraud, misrepresentation, professional negligence conflicts of interest and other commercial irregularity
- Trevor Nall – The Douglas Bay Horse Tramway being restored to its original southern end point and to investigate why the numerous Tynwald votes and the clear assurances given by Ministers of the Government have not been fulfilled without any explanation or justification
- Jenni Quiggin – Review the operation of the Abortion Act 2019 together with the newly speeded up adoption processes as an encouraged option for pregnant girls instead of offering abortion immediately
- Jenni Quiggin – The law and police powers of arrest and the ways in which those powers should be exercised
- Jenni Quiggin – Discuss the way forward in a proactive way, and appointing appropriate people like the police who are able to understand how to teach our children about grooming and the identification of sex offenders
- Lindsay Ridley – Tynwald will resolve that the Manx community be consulted on such significant matters by public Referenda, such as the Assisted Dying Bill
- David Watts – To examine the concerns of the teaching profession and other stakeholders over pupil behaviour
- Oliver Lockwood – Tynwald should introduce legislation mandating that the Isle of Man Financial Services Authority must not enter into authorisation discussions with a business that is not yet a registered company.
- Sharon Lambert and Jenni Quiggin.- That Tynwald should legislate to address the following bullet points until such time as the new STP meets the Critical Success Factors (CSF) below
* Sstop the zoning of greenfield sites and brownfield sites (excluding Peel conservation area) for residential use in the new STP catchment area which would include, but would not be limited to:
* all housing proposals contained in the Area Plan for North and West (APNW)
* stop developers adding additional sewage plants for any new builds that should utilise the new STP
* decommission old plants that will no longer be in use as redirected to the new STP
