A debate on the appointment of a new non-executive member to the Manx Care board was adjourned for one month after members raised significant concerns about the recruitment process and timing.
The Department of Health and Social Care brought the motion to appoint Margaret Pratt, an off-island accountant, for a fixed term of between three and five years.
Health Minister Claire Christian highlighted Ms Pratt’s “strong financial portfolio” and “relevant experience”.
However, several members objected. Former Health Minister Lawrie Hooper said: “Manx Care running a recruitment process that is not that is not the way the act is supposed to work, and that is really concerning.”
He also questioned the appointment of a recent departmental consultant to the board, adding: “I fundamentally disagree with that.”
Halt
Julie Edge MHK proposed an amendment to halt appointments until a governance review is completed, citing cost and the uncertain future of the board’s structure.
She said: “It is another off-island executive, and I understand the position possibly could have been covered by an on-island person.”
Rob Callister seconded the amendment, adding, “We are told in this court the magazine and the Department of Health and Social Care are meant to be going through a structural and operational review, and for that reason, I can’t support the appointment today.”
Speaker Juan Watterson said this raised issues with the Manx Care Act and warned members about the potential ramifications if it went down that route.
Amid procedural discussions, Chris Thomas proposed an adjournment, which was accepted by members to allow for a wider look at the appointment.
