Medics are calling for “at least” a 60% reduction in management roles at Manx Care as part of a major governance overhaul proposed by the Isle of Man Medical Society.
The Society’s plan also advocates for a restructured Board of Directors and the creation of a new statutory Professional Executive Committee (PEC).
A core and repeatedly emphasised propsal is that: “All PEC members must be elected, not selected, to ensure democratic accountability.”
The proposed PEC, chaired by an elected local health professional, would include clinicians, managers, and patient representatives.
It would report directly to a reformed Board, whose Chair and Vice-Chair would be elected Members of the House of Keys.
Clinically Led
The Society argues the dual reform would deliver “a governance model that is strategically robust, clinically led, and culturally responsive”.
It aims to strengthen accountability and embed clinical expertise into decision-making.
The proposal includes draft legislative clauses to amend the Manx Care Act 2021. Key changes would mandate the new structures and introduce new public reporting duties.
“Reforming both the Board of Directors and the Professional Executive Committee will provide Manx Care with a governance framework that is transparent, accountable, and clinically led,” the society adds.
