Joney Faragher has criticised Treasury’s decision to increase the personal allowance by £2,250, describing the move as a permanent structural cost that will do little to help the lowest earners.
In a budget debate speech, the Manx Labour Party leader said she supported increasing personal allowance in principle but warned that the £23m recurring commitment was being funded from reserves, “baking further structural deficit into our future annual expenditure”.
She argued the policy was poorly targeted, saying: “The greatest cash benefit will go to those earning between roughly £21,000 and yes, that includes members of this court.
“Those below the tax threshold will see no benefit at all.”
Denied
Ms Faragher contrasted the spending with areas where funding had been denied, including healthcare, mental health services and special educational needs support.
“We have seen elective surgery sessions reduced. We have seen off island treatment pathways tightened and curtailed,” she said.
“Yet now, we are now prepared to commit tens of millions of pounds permanently to lift the personal allowance for everyone, not in a targeted way, not focus on those below or just above the tax threshold, but across the board.”
Ms Faragher accused the government of applying fiscal restraint only when the most vulnerable were affected.
“Budgets are moral documents. They tell the public who matters most,” she said.
She confirmed she would not be supporting the budget.
