“One Appointment Will Not Fix a Broken System” – Medical Staff Committee

Nobles Hospital (EMUK)

The Medical Staff Committee (MSC) has welcomed the appointment of Dr Chris Stockport as interim Chief Executive of Manx Care, but warned that the organisation remains in a “systemic, deeply rooted crisis” that cannot be resolved by a single leadership change. In a strongly worded statement issued on Saturday, the MSC said the move was “a necessary leadership change directly precipitated by our historic vote of no confidence”, but insisted that structural reform and cultural accountability must now follow.

Dr Stockport, a GP with more than 20 years’ experience and Manx Care’s former Executive Medical Director, takes over following the departure of Chair Wendy Reid, CEO Teresa Cope and Interim Chief Operating Officer Shaun Stacey. The MSC said these exits were “a necessary consequence” of the overwhelming mandate delivered by clinicians earlier this month, when 88 per cent of participating doctors voted that they had no confidence in the Manx Care Board.

Of the 133 doctors who took part, 117 voted no confidence, 14 expressed confidence and two votes were void.

MSC Warns: ‘One Doctor at the Top Does Not Make a Clinically Led Organisation’

While the committee described Dr Stockport’s appointment as a positive first step, it cautioned that “placing one doctor in an interim CEO role does not suddenly make Manx Care a medically led organisation”. The statement added: “Structural transformation cannot be achieved by a single personnel change. We will be watching closely, and we expect immediate, decisive action to dismantle a toxic management culture and put patients firmly back at the centre of care.”

Manifesto for Change Sets Out Four Urgent Reforms

Alongside the announcement, the MSC published a new Manifesto for Change, setting out four urgent reforms it says are essential to restoring safe and effective healthcare on the Island. The first calls for the eradication of what it describes as “toxic managerialism”, including acting on the independent Mersey Internal Audit Agency governance review and beginning to dismantle the arm’s‑length split between the Department of Health and Social Care and Manx Care. The committee argues that the current structure has created a “fundamentally flawed” system that prioritises bureaucracy over frontline care.

Starting Point

The second demand focuses on establishing genuine, system‑wide clinical leadership, describing Dr Stockport’s interim role as “a starting point, not the destination”. It urges the adoption of international models such as the Swedish system, which places clinical expertise at the heart of strategy, budgeting and operations.

A third demand centres on board accountability and cultural transformation, with the MSC highlighting what it describes as an institutional culture defined by “arrogance, top‑down dismissiveness, and perceived bullying”. The final demand is the immediate appointment of a Culture Guardian to the Manx Care board to oversee cultural change and prevent a return to the conditions that triggered the vote of no confidence.

Political Leaders Told: ‘This Is an Alarm Bell’

The committee said the crisis now facing Manx Care cannot be resolved without political intervention. “Our vote of no confidence was a definitive alarm bell,” the statement said. “Unless politicians commit to overhauling both the structural framework and the leadership culture, we cannot deliver the safe, effective health service that patients deserve and prospective doctors expect.” It added that true reform “cannot coexist with a broken, top‑heavy management model”.

MSC Signals Willingness to Work with Interim CEO

The MSC said it intends to work constructively with Dr Stockport during his interim tenure, but stressed that the mandate delivered by clinicians requires more than a change of personnel. “We look forward to collaborating with Dr Stockport,” the committee said, “but we expect him to use this mandate to begin dismantling the flawed arm’s‑length structure, restoring broken trust, and helping build the exceptional, patient‑centred health service the Manx public deserves.”
