An End in Sight After Years of Delay

After nearly two decades of delays, construction has officially started on Peel’s new wastewater treatment plant, marking the end of raw sewage being pumped into Peel Bay.

The project, originally proposed in 2009, faced years of objections and site changes before work commenced this week.

John Wannenburgh, chairman of Manx Utilities, expressed relief: “It’s been long and arduous, and there have been good reasons for the delays. But seeing the top soil being pushed aside and the road being put in place is a fantastic feeling.

“I wish it had been sooner and the people of Peel wish it had have been sooner, but the important thing is we’re here now, and we’ll get this done properly and thorough and we don’t rush it, we get it done so it’s fit for purpose for the long haul.”

Citing the recent success of the Marown regional site, Mr Wannenburgh said the authority is confident the scheme will be delivered on time and on budget.

Super Clean

Tim Woakes, Executive Director of Manx Utilities, detailed the plant’s design: “We’re building an integrated rotating biological contactors (IRBC) system with seven units.

“Screening will remove wet wipes and other debris, followed by biological treatment and ultraviolet radiation to ensure the final effluent is super clean.” 

He added that sludge byproducts will be transported to the energy-from-waste plant, while odour control measures will prevent disruptions for nearby residents.

Glenfaba and Peel MHK Tim Crookall, who chaired the water authority when the site was first chosen, acknowledged the lengthy process: “It’s not been political—mainly planning delays. But now, it’s good news for Peel, the island, and visitors.

“Cleaner waters mean safer bathing and beaches.”

Christine Moughton, Peel Town Commissioner, celebrated the milestone: “After 18 years, I’m ecstatic. This could have been done years ago, but at least the future is good, clean, and bright.”

Phased completion is expected by 2028, with screening facilities operational by late 2026 and full treatment by 2027.
