And Still We Wait

The DoI has confirmed that the business case for the Douglas Bay Horse Tramway has been decoupled from its Tramway Terrace work.

The decision was announced by Infrastructure Minister Tim Crookall in a written Tynwald answer to a question from Douglas North MHK David Wannenburgh.

Mr Crookall said the move was made “so as not to delay the submission of the business case for the completion of the Horse Tramway unnecessarily”.

The separation follows a procurement process to appoint a specialist contractor linked to the Terrace project.

The minister added that “the business case in relation to the Horse Tramway is under final review within the department” and that “the intention is to submit this to Tynwald at the earliest opportunity”.

His predecessor had said it would go to Tynwald last year.

Tynwald has repeatedly supported returning the tramway to the Sea Terminal, even if it would be a shadow of its former self with two tracks running the full length of the promenades.
