Child Abuser Jailed for 11 Years

A man who abused two boys over a total period of 13 years has been jailed.

William Alfred Duggan, 35, was sentenced after a jury found him guilty of 14 historical offences.

The court heard that Duggan abused the boys, who are now men, when they were aged between 6 and 16.

In a victim impact statements read by prosecutor Roger Kane, the men both shared that they had contemplated or even attempted ending their own lives due to the long-term psychological trauma caused by Duggan’s abuse.

One said that he “took my childhood away” and said Duggan had left him with a “life sentence” that had affected his relationship with his own children and led to his battle with addictions.

The other said his only regret was that he hadn’t reported Duggan earlier but that he “feared people would find out and judge me” before he found the strength to report the abuse.

Liar

Addressing Duggan during his sentencing, Deemster Graeme Cook said that during his trial Duggan had tried to present to the men as liars.

However, he told him: “The only liar in the court Mr Duggan was you.”

Deemster Cook told Duggan he had presided over a “catalogue of abuse perpetuated by you against two vulnerable boys”.

He also praised the men for having the courage to report the abuse and for the “compelling emotional evidence they gave”.

For the five convictions of gross indecency and nine for indecent assault, Duggan was jailed for a total of 11 years.

He will also be placed on the sex offenders’ register indefinitely and be subject to a sexual harm prevention order that will limit his contact with children under the age of 16.
