The building will be closed to the public from today until Thursday.
The payments counter has been temporarily moved to HBN library on Duke Street.
Queen Camilla will visit Douglas on Wednesday to preside over a ceremony and unveil a commemorative plaque.
Douglas was named a city as part of the celebrations for Queen Elizabeth II’s Platinum Jubilee in May 2022, one of eight communities in the British Isles to receive the honour.
