The Infrastructure Minister says Castletown Commissioners will have to show its supporting businesses and the community with the Market Square scheme.
Dr Michelle Haywood was answering a question in the House of Keys this week about what discussions were held before a decision was made to pedestrianise it.
The closure of the square to vehicles in the winter months has been a controversial decision by the local authority and resulted in a public meeting in November last year.
Dr Haywood says the outcome of the initiative lies with the local authority and its on them to ‘prove or disprove’ whether it works:
