Government Salary Bill Tops £520m

The Isle of Man’s annual government salary bill has increased by £124 million over five years, reaching £526,964,000 in 2024/25.

Minister for the Cabinet Office David Ashford disclosed the data in response to a question from Douglas North MHK John Wannenburgh, stating:

The figures, extracted from the PiP HR system, include all gross pay, expenses, National Insurance and pension contributions.

However, Mr Ashford noted: “The Post Office and Manx Utilities Authority data is not held on the PiP HR system and is, therefore excluded.”

The 2024/25 total also doesn’t include pay award arrears paid in May 2025.

The payroll covers staff across all government departments including Health, Education and Infrastructure, as well as arms-length bodies like Manx Care and Manx National Heritage.

Mr Ashford explained reporting differences: “The information from PiP represents actual amounts paid during a period rather than being shown on an accruals basis,” noting this differs from Treasury accounts.
