Offshore Framework Being Prepared

The DoI is preparing the necessary legislative framework to support offshore renewable energy projects, such as Ørsted’s proposed windfarm.

This work is being done under the provisions of the Marine Infrastructure Management Act 2016.

In a written answer to a question from Arbory, Castletown and Malew MHK Jason Moorhouse, Minister Dr Haywood said the DoI wrote the regulations in July 2024 (as amended in March 2025 and June 2025) that govern the process from pre-application to decision process.

The provisions are said to closely align with UK legislation but have been modified for the island.

Legislation

Regarding offshore safety regulations, the Department of Environment, Food and Agriculture is undertaking the preparation of around 35 items of health and safety legislation.

This will introduce Isle of Man legislation which will be equivalent to UK offshore legislation.

It is planned that these will be laid before Tynwald ahead of the dissolution in summer 2026. The majority of the health and safety legislation is also planned for completion before the 2026 dissolution.
