Voting It Into The Long Grass?

Tynwald will consider a £3m proposal to extend the Douglas Bay Horse Tramway to the Sea Terminal, but even if the Motion passes, the money will not follow immediately.

The DoI intends to ask Tynwald to support the draft business case and the project’s progress through capital procedures.

If that is approved, the DoI will seek funding from Treasury, but funding will only become available after a second Tynwald vote approving the expenditure.

That vote could take place as part of the 2026-2027 budget process or as a separate capital bid after the election.

Protect

If the motion is not approved, the DoI says it will continue to “protect the tram corridor from development until such time as it becomes Government policy to build the additional tramway or to take an alternative policy direction”

The proposal includes an increased contingency from 10% to over 50% to guard against economic volatility and optimism bias, at Treasury’s suggestion.
