The President of Tynwald has clarified why a government motion appears ahead of a motion submitted by a backbencher on today’s order paper.
Laurence Skelly was asked about the issue by Douglas Central MHK Chris Thomas.
Motion 14 comes from DHSC Minister Claire Christian and calls for a Select Committee of five members to review the relationship between the Department of Health and Social Care and Manx Care.
Due to when this was submitted, it will require the permission of Tynwald members for it to be debated.
Motion 15 comes from Lawrie Hooper (Lib Vannin, Ramsey) and calls for the new Mandate for Manx Care to be replaced with one that doesn’t enforce cuts on services.
Mr Skelly stated: “The Standing Order does not say how items of the same type should be scheduled.
“In preparing the Order Paper I have followed the longstanding convention that within this category Government business appears before non-Government business, irrespective of the time it was submitted.”
The “Government-first” convention is frequently applied to motions concerning appointments to Statutory Boards and other bodies, which have appeared in 20 of the last 30 Tynwald sittings.
